The Ministry of Health (Ministry) is seeking proposals from qualified proponents
to develop a series of tools, resources and marketing materials to support
older adults to plan for healthy aging, and increase their knowledge of what
they need to do to maintain independence and good health as they prepare for
retirement and beyond. The purpose of the Planning for Healthy Aging toolkit
(the "Toolkit") is to:
1. raise awareness among older adults and their
families of the importance to plan for healthy, active and independent
aging;
2. provide access to resources and planning tools to older British
Columbians to
enable them to plan for their healthy aging in a timely
manner;
3. increase the number of people who use existing planning resources
and reduce the resistance to planning for healthy aging; and
4. provide a
series of tools and educational materials including online tools,
printed
information and videos to demonstrate the need to plan and how to plan, in a
format suitable for older adults.
Older adults will be involved and
engaged throughout the development, as will stakeholders from the key
sectors of housing, transportation, finance, health, wellness, recreation,
community engagement, age-friendly communities, safety, social connection,
advance planning and end of life.
The project will consist of three phases.
Scope for the detailed description of each phase:
Phase 1
of the project is to be completed by approximately October 31, 2013. The
budget for Phase 1 is not to exceed $150,000.00. Subject to the satisfactory
completion of Phase 1, there is an option for up
to two one-year (Phase 2
and 3) extensions at the sole discretion of the Ministry, and subject to
availability of additional funds, to complete the additional phases of the
project. The contractor will be expected to have a base located in either
the Victoria or Vancouver area from which they would work for the term of
the contract.
Throughout the development of the Toolkit, the Contractor
will be expected to work collaboratively with the Seniors' Healthy Living
Secretariat (Secretariat) under the Seniors' Directorate within the Planning
and Innovation Division (Division). Additionally, the Contractor will be
expected to work collaboratively with a Ministry working group and an
advisory committee that will include Ministry staff and other key
stakeholders in the seniors' and population health community who will
provide feedback and strategic direction.
The Secretariat is seeking
a Contractor that brings value to the partnership, through its capacity to
access additional funds and/or provide other supports; for example, connection
to other organizations and experts in the field. The Contractor will be
encouraged to conduct this work within an innovation laboratory approach
that fosters co-creation of solutions and rapid prototyping of
deliverables.
