Driving Practice Network Functional Driving Evaluation - Clinic Based Screening

Presenter: Kiley Kwak is currently an Occupational Therapist with Community Therapists. Since graduating from University of British Columbia in 2013 she has provided home health and return to work rehabilitation programs; Functional Driving Evaluations with implementation of Driving Rehabilitation Programs; driver retraining and vehicle modification, Functional Capacity Evaluations and Occupational Performance Evaluations to determine future care.  Health populations served include concussion/MTBI, soft-tissue/orthopedic injury, persistent and chronic pain; complex medical limitations, and clients presenting with various physical, cognitive and psychological limitations. 

Description: This presentation will provide an overview of core component skills required for driving. Discussion will also include assessment battery options for screening these skills in clinic to identify any red flags for a client's driving readiness as well as to determine appropriate timing referral for a Functional Driving Evaluation.

Presenters: Dr. Brenda Lau is a Pain Specialist/Anesthesiologist practicing in Vancouver and Surrey, BC and a Fellow of the Faculty of Pain Medicine of the Australia & New Zealand College of Anaesthetists after completing a two-year Pain Medicine fellowship and Master of Medicine degree in Sydney, Australia. In 2013, she co-founded a community based pain clinic called CHANGEpain to improve earlier access to effective multidimensional pain care and enable pain research in QI, and practice based evidence. 

Dr. Lindsay Rite is the Director of Integrative Health at CHANGEpain Clinic (CPC). She also acts as the Lead Advisor for the Centre’s Research Team. Simultaneously she maintains a Chiropractic practice, assists with Physician-led Shared Care pain consultations, and leads the management of the CHANGEpain active rehabilitation program. She has advanced training in movement and exercise therapy, and is a CSEP Certified Exercise Physiologist and Personal Trainer.

The Enhanced Road Assessment (EHA)

 

As of March 5^th, 2018 the Enhanced Road Assessment (ERA) is in operation at 81 ICBC locations across BC. The Enhanced Road Assessment (ERA) is an assessment which evaluates a driver’s functional ability to drive and informs RoadSafetyBC’s decision to maintain, re-issue, restrict or cancel a driver’s licence. This assessment will be provided to drivers with medical conditions who previously would have completed an ICBC re-examination or a DriveABLE assessment.

What do you need to know? The ERA will:

• Be administered by ICBC driving examiners.

• Extend the current ICBC re-examination drive time to 45 minutes from 30 minutes.

• Incorporate new components to mimic the cognitive workload of real world driving. The focus remains on maintaining safe driving skills at all times.

• Eliminate the in-office, computer-based screening that’s currently part of the DriveABLE assessment. Instead, ICBC driver examiners will gradually increase the complexity of driving tasks and will provide a break and feedback midway through.

• Let drivers use their own vehicles.

RoadSafety BC Update

RoadSafetyBC has revised the reporting form used by medical practitioners with patients who may have a condition that affects their ability to drive safely. This was completed in consultation with several physicians across the Province, is now a fillable PDF located on the RoadSafetyBC website.

Amendments to Section 230 of the BC Motor Vehicle Act are still not in force, and as such, occupational therapists still do not have a legal responsibility to report concerns of a person’s fitness to drive as a result of a medical condition or functional impairment.   Occupational therapists must comply with COTBC Practice Standards and Bylaws respecting disclosure of client information.

What has changed:

• The reporting form now enables practitioners to provide more medical detail so a licensing decision can be made with less delay and fewer requests from RoadSafetyBC for further information;
• Medical practitioners can now include a fax number to receive a confirmation fax (if requested), and RoadSafetyBC has implemented a new expedited report review process; and,
• There is information on back of the form to assist with completion and to assist with assessment of cognitive impairment.

To assist with any questions that arise around medical reporting, RoadSafetyBC has also created a fact sheet located on the website. Additional information is available on the RoadSafetyBC website, including a PowerPoint and a flowchart with information on how the program functions and the medical information that RoadSafetyBC needs to make licensing decisions.

Drive Focus is an App for the iPad designed for beginner and experienced drivers to improve visual search skills.

RoadSafety BC Update: New 2016 BC Guide

Effective April 1, the 2016 Canadian Council of Motor Transport Administrators (CCMTA) Medical Standards for Drivers with BC Specific Guidelines (2016 BC Guide) has replaced the 2010 BC Guide in Determining Fitness to Drive.

The 2016 BC Guide is intended for use by medical practitioners in assessing driver fitness, and is used by RoadSafety BC to determine driver licence status.
